EU Fluorine Requirements for Bags and Textiles

The European Union is implementing stringent regulations on fluorinated substances in bags and textiles, targeting both product materials and packaging.

Under the REACH regulation, effective October 10, 2026, textiles in apparel and accessories, including textile components of bags, face strict PFAS limits. PFHxA and its salts are capped at 25 ppb, while PFHxA-related compounds must not exceed 1000 ppb. Additionally, PFOS restrictions limit the substance and its salts to 0.025 mg/kg.

For packaging, the Packaging and Packaging Waste Regulation (PPWR) takes effect on August 12, 2026. While PFAS limits primarily target food-contact packaging (capping total fluorine at 50 ppm), all packaging for bags and textiles must be recyclable and free from hazardous substances. Non-EU companies must also complete Extended Producer Responsibility (EPR) registration.

To comply, manufacturers must proactively audit their supply chains, eliminate fluorinated waterproofing agents, and prepare comprehensive technical documentation to ensure seamless market access.
